Immigration and Border Governance International Consultant

About the role

The International Organization for Migration (IOM) seeks an experienced International Consultant to support the Republic of the Marshall Islands in strengthening its immigration and border governance systems. Based in Majuro, the consultant will work closely with the Department of Immigration and a range of national agencies to ensure safe, efficient, and sustainable cross‑border mobility.

Key responsibilities

• Provide technical assistance for the continued operation and sustainability of the Migration Information and Data Analysis System (MIDAS) at key entry points.
• Develop and update strategic plans, operational procedures, and maintenance arrangements for border management.
• Conduct capacity‑building workshops and on‑the‑job training for immigration staff and related stakeholders.
• Facilitate coordination among government agencies involved in public health, maritime and aviation, law enforcement, and disaster response.
• Support evidence‑based decision‑making through data analysis, reporting, and performance monitoring.

Required profile

• Advanced degree in migration studies, public administration, international relations, or a related field.
• Minimum 5 years of experience in immigration, border management, or migration data systems, preferably in a Small Island Developing State context.
• Demonstrated ability to work with government partners and multilateral agencies.
• Strong analytical and strategic planning skills.

Required skills

• Experience with migration information systems such as MIDAS or comparable data‑capture platforms.
• Proficiency in data analysis and reporting tools.
• Knowledge of international migration standards and best practices.
